Direktur Jenderal Perhubungan Darat Kementerian Perhubungan, Budi Setiyadi bersama Menteri Koordinator Bidang Kemaritiman, Luhut Binsar Panjaitan mengusulkan rencana pemberian sanksi bagi orang yang nekat mudik selama pandemi virus corona berlangsung.
Hal ini dimaksudkan untuk memutus mata rantai penyebaran virus corona jenis baru atau Covid-19. Nantinya, pemberian sanksi akan merujuk pada Undang-Undang No 6 Tahun 2018 tentang Kekarantinaan Kesehatan Pasal 93.
"Ya ini baru tahap pembahasan bersama Menko Luhut untuk nanti dibahas bersama Presiden Jokowi dalam ratas (Rapat Terbatas) tegas Budi saat dihubungi Merdeka.com, Senin (20/4/2020).
Menurut Budi jika aturan ini mendapatkan lampu hijau dari Presiden Jokowi maka mekanisme pemberian sanksi akan mengacu pada Undang-Undang No 6 Tahun 2018 Tentang Kekarantinaan Kesehatan Pasal 93. Dimana hukuman pidana hingga satu tahun atau denda Rp 100 juta siap menanti calon pemudik yang nekad.
Sebagaimana dimaksud dalam Pasal 9 ayat (1) dan/atau menghalang-halangi penyelenggaraan Kekarantinaan Kesehatan sehingga menyebabkan Kedaruratan Kesehatan Masyarakat dipidana dengan pidana penjara paling lama 1 (satu) tahun dan/ atau pidana denda paling banyak Rp100.000.000,00 (seratus juta rupiah).

Kementerian Perhubungan mengusulkan pelarangan mudik agar penyebaran virus Corona dapat terhenti dan tidak menjalar ke daerah.
Lebih lanjut, Kemenhub juga akan mengkaji opsi pemberian reward (penghargaan/insentif) bagi masyarakat yang tidak mudik dan punishment (sanksi) bagi mereka yang nekat pulang kampung. Hal ini dilakukan agar masyarakat mematuhi imbauan dan aturan yang berlaku.
"Saya usul ke Kemenko Maritim dan Investasi, untuk libatkan Pemprov DKI dan Kementerian Sosial itu untuk adanya reward and punishment. Kalau yang mudik, dapat punishment apa, kalau yang nggak mudik apakah dapat bantuan," kata Direktur Jenderal Perhubungan Darat Kementerian Perhubungan Budi Setiyadi dalam konferensi pers virtual, Jumat (27/3/2020).
Bantuannya sendiri, lanjut Budi, bermacam-macam, bisa berbentuk sembako atau peningkatan layanan dan jaringan internet di Jakarta.
Namun demikian, alternatif ini masih harus dikaji lebih dalam bersama dengan Menteri Perhubungan Ad Interim Luhut Binsar Pandjaitan serta pihak terkait lainnya. Bahkan dalam rapat Jumat (27/3/2020) siang ini, Budi juga akan berdiskusi dengan sosiolog untuk meminta pendapat dan masukan terbaik tentang kebijakan mudik ini.
Adapun, kajian pelarangan mudik ini akan dibahas lebih dalam bersama dengan Kementerian Koordinator Bidang Kemaritiman dan Investasi serta kementerian/lembaga terkait. Hasil akhirnya menunggu keputusan Presiden saat rapat terbatas.
"Setelah ratas (rapat terbatas) Senin (30/3/2020) nanti akan diputuskan apakah akan dilarang. Jika dilarang, Kemenhub dan Kemenko Kemaritiman dan Investasi akan menyusun aturan dan skemanya," jelas Budi.
